Before doing so you need to sign out on all your devices, or you will run into problems. If you want to change the Hotmail address which forms the original Apple ID this should be possible. I then tried to us my iCloud email address - oh dear. I followed apple advice but still found problems. I really think that US and UK speak different languages - or it could be me. Then took 5 hours to make Apple accept it - and finally did. I created an email address/account using a so called safe provider. I tried, and tried and tried, to no avail. I did not use this hotmail address for anything. My Apple ID, a hotmail address, received in its junk box, spam. Just dashing off to work, so this is quick for now. The OP should contact apple to correct the issue with their account - this is not a hardware issue but an account issue. Hopefully on new accounts - apple has started checking all email accounts including aliases - I have 1 alias in mac.oom that I use for product warrantee setup - and last year apparently someone set up Icloud account using the alias - so I was receiving their e-mail - was resolved when I contacted apple through feedback from mail application - stating the problem - and, when the other party tested the mail id by forwarding mail to it - was able to send them an e-mail explaining why they were not getting their mail.

OP's problem is they are creating a new ICLOUD account rather than converting an existing one -from mail me or mac. And, again, unless it is an Apple domain email address, there is nothing that should prevent that. The Apple ID on that account needs to be changed, if possible.

Again, the iCloud account that the OP is attached to is linked to the original Apple ID account. Unless the OP had an Apple domain email address for the Apple ID, there is no reason it cannot be changed to something else.
